All claims against all defendants were dismissed with prejudice. The court found that Fox's claims were barred by the Rooker-Feldman doctrine as they attempted to re-litigate state court child custody proceedings, that state actors were protected by qualified immunity and Eleventh Amendment immunity, prosecutors had absolute immunity, and many defendants were improperly served or had no cognizable claims alleged against them.
