Outcome

The court affirmed in part and reversed in part the Pennsylvania Labor Relations Board's decision. The court upheld the Board's finding that the City failed to comply with an arbitration award by improperly assigning three reinstated police officers to a limited-duty unit without weapons and badges, and by failing to include overtime in back pay calculations. However, the court reversed the Board's order requiring retroactive promotion of one officer.
